Kagami had the strongest sense of justice compared to the others which is what made him the strongest.

This is judging by maximum battle potential. Even without the Hyper Zector, Kagami is still among the three most powerful riders. Dark Kabuto can't fight well against the top riders because he does not have a full arsenal.

Kagami only has the Hyper Zector in the Hyper Battle Video.He doesn't become Hyper Gattack in the series.

Considering that he is a Kabuto clone, he would be about as strong as Tendou. But no Hyper Zector. Oh crap... Gets beaten by Kagami mainly because although he has Tendou's skills, he lacks the intuition. And given that Gatack has a Hyper Zector too...

Caucasus (ouch) actually ranks above Kagami if you consider that he has a damn Hyper Zector too. However, the other two are just over Tebee. They really aren't stronger than Tsurugi.

Kick hopper was strong and all but like I said, Punch Hopper/Kageyama is a poor fighter compared to the others. The only reason why they beat Tendou and Kagami was because they were already in a weakened state and were unable to fight back.Kick hopper would rank just above Tsurugi but Punch Hopper is still equal to TheBee.
