No, the other person is right - You are an idiot. Wallace did snitch, the cops were just waiting for the right time to bring him in to testify. Stringer snitched on Avon not to save his own ass but because he thought that Avon's hotheadedness was threatening to fuck up their entire empire, and he was probably right, and Avon realizes he was right after he's dead and even says so.

The Wire is my favorite show because it shows the consequences of the choices people make. David Simon said that this was one of his most difficult scenes to shoot because he had grown to like Michael Jordan (Wallace) very much.
