It is his job to determine what steps must be taken to complete the task and comply with the court order. He can't very well have staff working on something when what needs to be done hasn't been established yet. You don't complete a complicated project by starting without a comleted plan.

This is a perfect example of a national socialist government in action. The congress which constitutionally has the power to remove this man from his appointed position for "dereliction of duty" and "grave incompetence"based upon his failure to even acknowledge addressing a Supreme court mandate. Instead does nothing but let out a collective sigh! The EPA ultimately exists to secure USA real estate for multinational banking interests. This hearing is just protocol for the public record
