Actually, No.The "Duck and cover" campaign was an attempt to keep the public calm, and let them think there was some way to potentially survive if a nuke went off nearby. (and, theoretically, it COULD improve your survival chances if it was 10 or more miles away, by a whopping 0.5% or so, at least against flying debris.)
